Daphne Herling  Director Montana Kids Count

Ms. Herling has many years experience in the non-profit sector as both a fund-raiser and a community organizer. She has developed coalitions and trained community leaders in a wide variety of topics. Her work in the community has included: economic development, poverty, hunger, disabilities, and homelessness. As a trained facilitator, she has conducted focus groups, key informant interviews, and assisted groups in vision, mission, and goal development. She has raised funds on statewide and national levels for private and corporate foundations, through special events and major donor campaigns.

Thale Dillon  Senior Research Analyst

Thale Dillon was raised in Norway, and received a M.A. in forest economics from the University of Montana—Missoula in 1999. Prior to her work with Montana KIDS COUNT, she has applied her knowledge of economics to areas as varied as tourism and recreation research and analysis of the forest products and manufacturing industries in the Western states. She has experience in survey design and analysis, and has recently become increasingly involved in research relating to American Indian and rural issues.

Julie Ehlers  Director of Communications

Julie Ehlers is the marketing director and events planner at the Bureau of Business and Economic Research as well as the Director of Community Outreach for Montana Kids Count. Ms. Ehlers has many years of experience in marketing and public relations in public and private organizations. She holds a Bachelor’s degree from Bowdoin College in Brunswick, Maine and is currently working to complete her masters in Business Administration from The University of Montana. Her work currently involves managing the Bureau’s marketing efforts, overseeing the circulation and distribution of the Bureau’s and Kids Count's publications, coordinating the annual Montana Economic Outlook Seminars, and disseminating the research to the public, media and policy makers. Steve Seninger  Policy Research and Analysis

Professor Seninger has studied economic development and social policy issues during the past 25 years and has analyzed the health care industry and regional health care markets both in Montana and nationally. He has published a number of policy papers and in peer-reviewed journals and has advised government agencies and private businesses. In addition to developing and analyzing socio-economic databases, he conducts evaluation research on a variety of social and health care programs at the state and national levels.
